Twila Brase is president and co-founder of the Citizens’ Council for Health Freedom (CCHF), a patient-centered national organization based in St. Paul, Minnesota. She is also author of the groundbreaking book, Big Brother in the Exam Room: The Dangerous Truth About Electronic Health Records (Beaver’s Pond Press, July 11, 2018). In August 2009, Modern Healthcare named her #75 on their “100 Most Powerful People in Healthcare” list. The Council initiated a billboard campaign that went viral in March 2014 (“Obamacare Games: Where the odds are never in your favor – Refusetoenroll.org”). CCHF also helped 34 states refuse Obamacare exchanges, stopped government-issued treatment directives, added consent requirements for access to patient data, drawn national awareness to state storage and use of newborn DNA without consent, which led to lawsuits in IN, MN and TX and led to a federal parent consent law for research using newborn DNA. In June 2016, CCHF launched The Wedge of Health Freedom to build a free-trade zone of direct-pay practices. In October 2013, Ms. Brase received the 2013 Eagle Forum’s Eagle Award for Minnesota. In September 2014, she received the “Freedom of Informed Choice Award” at the Sacred Fire of Liberty Gala in Maryland. Ms. Brase’s “Health Freedom Minute” is heard on more than 800 radio stations in 47 states. She provides testimony at state legislatures, meets with members of Congress, and speaks around the country.

Hans von Spakovsky is an authority on a wide range of issues – including civil rights, civil justice, the First Amendment, immigration, the rule of law and government reform -- as a senior legal fellow in The Heritage Foundation’s Edwin Meese III Center for Legal and Judicial Studies. As manager of the think tank’s Election Law Reform Initiative, von Spakovsky also studies and writes about campaign finance restrictions, voter fraud and voter ID, enforcement of federal voting rights laws, administration of elections and voting equipment standards. He has testified before state and congressional committees and made presentations to, among other organizations, the National Association of Secretaries of State, the Federalist Society, the National Conference of State Legislatures and the American Legislative Exchange Council. He also has taught as an adjunct professor at the George Mason University School of Law. A 1984 graduate of Vanderbilt University School of Law, von Spakovsky received a bachelor's degree in 1981 from the Massachusetts Institute of Technology. He currently resides in Vienna, Va.

Mark E. Litow is an actuary who retired from the firm of Milliman, Inc. in 2011, a world-wide consulting firm with over 2,500 employees. He was a principal of the firm for many years specializing in health care reform and special risk situations. He served on the Board of Governors of the Society of Actuaries and numerous professional committees, as well as the board of two other health organizations. He has worked in over a dozen countries around the globe and consulted for governments, insurance companies, hospitals, drug and other health care related organizations. He was the international health director for Milliman for four years and helped start a number of health practices in various countries.
