Jeff Mateer, Esq., is General Counsel for Liberty Institute. Mr. Mateer joined Liberty Institute in 2010, after 19 years in private litigation practice. He now oversees and directs Liberty Institute’s legal team. He specializes in religious liberty matters, including free exercise, free speech, RLUIPA and public acknowledgment of religion cases. Mr. Mateer has represented clients ranging from large international organizations to local businesses, schools, ministries, churches and individuals in complex federal and state court actions involving religious liberty, civil rights, employment, intellectual property and business matters. In private practice, his clients included the National Collegiate Athletic Association (NCAA), Citigroup, CNA, ConAgra Foods, former officers and directors of EDS, Ford Motor Company, Pilgrim’s Pride and PNC Bank. He has tried numerous jury and bench trials in both federal and state courts, and has successfully argued before the 5th U.S. Circuit Court of Appeals and Texas appellate courts. Holly Randall serves as Associate Counsel with the First Liberty Institute. Holly graduated summa cum laude from the Oklahoma City University School of Law, where she was recognized as the Outstanding Graduate for the Class of 2021 and a Sumners Foundation Scholar. During law school, she externed at the U.S. Court of Appeals for the Tenth Circuit, worked as a research assistant to Dean Jim Roth, served as president of the OKC Student Lawyers Chapter of the Federalist Society, and published her Note, From Peyote to Parenthood: Why Employment Division v. Smith Must(and Might) Go, as a member of the Oklahoma City University Law Review. Holly spent her summers as a legal intern at the First Liberty Institute. Holly received her bachelor’s degrees in Political Science and Spanish from Oklahoma City University in 2018, graduating summa cum laude, cum honore, and was a member of the OCU Women’s Volleyball team. Jonathan M. Saenz, Esq., is the President of Texas Values, a nonprofit group dedicated to preserving and advancing a culture of family values in the state of Texas. Prior to leading Texas Values, Jonathan headed the Liberty Institute offices at the Texas Capitol in Austin where he served as Director of Legislative Affairs and Attorney for Liberty Institute. Jonathan believes in religious liberty, the sanctity of human life, family values, and constitutional rights, and has been involved in numerous court cases, including cases before the Texas Supreme Court and the United State Supreme Court. Jonathan has been featured in local, national, and international media such as Fox News, CNN, USA Radio, Austin-American Statesman, Dallas Morning News, and Houston Chronicle among many others, and is a sought-after speaker for important events. Mr. Saenz received his law degree from the University of Houston Law Center where he was honored as a Public Interest Law Fellow.
